About Carriage Hill Lakes

History and Membership

The Homeowners Association was initially formed in 1990 as a means to oversee and manage the Carriage Hill Lakes neighborhood. A Board of Directors was elected from the association membership to oversee these responsibilities. Each property owner in the Carriage Hill Lakes and Carriage Hill Place community are members of the Carriage Hill Lakes Homeowners Association, Inc.

The operation of and responsibilities of the association are outlined in our Bylaws and the Maintenance Easement and Agreement to Convey. These two documents establish the structure, responsibilities and fundamental management of the Carriage Hill Lakes Homeowners Association. The association was incorporated in the State of South Carolina on September 23, 1988.

 

Purpose

The following is a general description of responibilities as described in our bylaws. The Association shall use its best efforts:
  • To promote a sense of community within the Carriage Hill Lakes subdivision, which is composed of Carriage Hill Lakes and Carriage Hill Place;
  • To enhance the property values within the Carriage Hill Lakes subdivision for the benefit of all Carriage Hill Lakes and Carriage Hill Place Homeowners;
  • To own, purchase, manage, maintain, repair and replace, as a non-profit corporation of the type described in Sec.33-31-10 et.seq., Code of Law of South Carolina (1976), any and all of the land, equipment, supplies, facilities and buildings acquired on behalf of all members of the Association;
  • To collect assessments and disburse funds for the maintenance of Association property and the furtherance of the goals stated herein;
  • To sponsor various activities and social events for the purpose of promoting unity and harmony among the residents of the Carriage Hill Lakes subdivision;
  • To insure that all members are fully apprised of the Carriage Hill Lakes Deed Restrictions and Bylaws and to utilize all means legally available to the Association to insure that these Deed Restrictions and Bylaws are enforced;
  • To perform all functions specified to be performed by the Association in that Maintenance Easement and Agreement To Convey, hereinafter called the "MEATC", from Carriage Hill Lakes Partnership to Carriage Hill Lakes Homeowners' Assoc., Inc.; and
  • To promulgate such rules and regulations and perform such acts as are deemed necessary to achieve the aforesaid objectives.

Organization

The Carriage Hill Lakes Homeowners Association is an organization created to provide consistency and oversight of the neighborhood for the benefit of each member of the organization. Its mission, activities and organizations is outlined in the most recent, approved bylaws of the organization.

 

Membership

Every owner of a lot in the Carriage Hill Lakes/ Carriage Hill Place development is a member of the Carriage Hill Lakes Homeowners Association. The Maintenance Easement and Agreement to Convey (MEATC) describes each property owner’s responsibility concerning membership in the Homeowners Association.

 

Board of Directors

The Board of Directors is comprised of your neighbors. The Officers and At Large members are elected by the membership at the Annual meeting (February) of the membership. The Standing Committee Chairman (Activities, Development and Landscaping) are appointed by the Board of Directors. Rotation on and off the Board are coordinated on an even/ odd year basis to maintain Board continuity. Duration on the Board is currently limited to 4 continuous years in the same position and 8 continuous years on the Board.

The Board invites any association member with interest in serving in a leadership or supporting role in support of the Board of Directors (and the community). Feedback along these lines can be made to any current Board member.
